Introduction from Nadine Lennie, VGPB Chair

Victorian Government Purchasing Board Annual Report 2021-22, Nadine Lennie.

Lower third title: Nadine Lennie, Chair, Victorian Government Purchasing Board.

Hello. I'm the Nadine Lennie, Chair of the Victorian Government Purchasing Board. The board is independent and established to oversee procurement of non-construction goods and services across all Victorian departments and around 150 specified government agencies. We also provide procurement advice to the Victorian Government. Collectively, our eight board members have over 200 years of procurement experience across a range of industries, including technology, energy, education, finance and indigenous enterprises.

I am really pleased to present our 2021-22 annual report in its fresh new format. This year, our annual report focuses primarily on the progress we've made on our strategic priorities. We're starting to see benefits from the new spend data and analytics capability created by the Department of Treasury and Finance. Regular reports on category data are helping us to improve the management of our state purchase contracts and highlight opportunities for better value.

During the year, around 125 government agencies transitioned to our procurement policy framework. We know that it can be challenging for suppliers when working with various different government agencies, and this is part of the reason why this transition is occurring to deliver consistent, best practice, procurement and governance across these agencies. It will also allow a greater range of agencies to access the benefits of our government wide contracts.

We furthered our stakeholder relationships with each department to build recognition of procurement as a strategic lever to achieve their objectives. We're also engaging broadly to inform better fit for purpose procurement policies. And as part of this, we delivered the new emergency procurement policy, which will better equip buyers to plan for procurements in response to an emergency. Looking ahead, we will continue to focus on extending our leadership in procurement, technology and data.

We will also continue to work on simplifying and streamlining procurement for both buyers and suppliers. I hope you find our purchasing board 2021-22 annual report useful.
