Building Equality Policy - Defined terms

The following terms used in the Building Equality Policy.

Defined terms

Apprentice

Apprentice under the Building Equality Policy has the same meaning as Apprentice as defined under the Major Project Skills Guarantee, as amended from time to time.

Gender Equality Action Plan

Gender Equality Action Plan means a plan containing strategies and measures for meeting mandatory actions to promote gender equality.

There are 2 Gender Equality Actions Plans:

  • Organisation Wide Gender Equality Action Plan
  • Project Specific Gender Equality Action Plan.

Management / supervisory and specialist labour (staff)

Management / supervisory and specialist labour (staff) means staff that spend 80% of their time dedicated to a specific project. They may be engaged by the Contractor or sub-contractors to perform the work under the contract.

Occupations for on-site managerial, specialist and supervisory roles include but are not limited to:

  • Administrators (other, unspecified)
  • Construction Forewomen
  • Construction Managers
  • Contract Administrators / Managers / Representative
  • Cost Estimators
  • Design Managers
  • Graduates (unspecified)
  • OHS / Safety personal
  • Project Managers / Coordinators
  • Quality Assurance & Control personnel
  • Schedulers / Programmers
  • Services Managers
  • Site / Construction Engineers
  • Site Managers / Supervisors
  • Surveyors

Office workers, managers and other professionals who are not on-site project-based workers of Contractors or subcontractors are not to be counted towards the targets for projects.

Non-trade Construction General On-site Award covered labour

Non-trade Construction General On-site Award covered labour means trainees and ancillary workers engaged by the Contractor or sub-contractors to perform work under the Contract. All roles require minimum qualification as per the applicable award.

Trainees must be registered with the Victorian Registration and Qualification Authority.

Occupations for non-trade covered labour include, but are not limited to:

  • Building and construction labourers and assistants
  • Concreters
  • Crane crews
  • Forklift, excavator, and other machinery drivers/operators
  • Hoist and lift operators
  • Plant Operators
  • Riggers
  • Scaffolders
  • Steel fixers
  • Traffic controllers
  • Trenching and shoring
  • Tunneller civil workers
  • Tunneller operators

And includes trainees registered with the Victorian Registration and Qualification Authority.

Organisation wide

Organisation wide, in the context of gender workplace audits and Gender Equality Action Plans, relates to the entity/ies who is/are responsible for performing or sub-contracting the construction works included within the scope of the tender and is limited to workers based in Australia.

To provide data for the Organisation Wide Workplace Gender Audits and Gender Equality Action Plans, tenderers have the option of providing Victorian or national figures (or if in another state, considered to be operating nationally).

Trade covered labour

Trade covered labour means building or construction qualified trades and apprentices engaged by the Contractor or subcontractors to perform work under the Contract.

Labour in qualified trades must hold a minimum qualification as per the applicable award.

Apprentices must be registered with the Victorian Registration and Qualification Authority.

Occupations for trade covered labour include but are not limited to:

  • Air-conditioning and refrigeration mechanics
  • Bricklayers / blocklayers
  • Carpenters
  • Electricians
  • Engineering – Fabrication
  • Gas fitters
  • Joinery and building trades (including cabinet makers, shopfitting, glass and glazing)
  • Painters
  • Plasterers
  • Plumbers
  • Locksmiths
  • Roof tilers
  • Sprinkler fitters
  • Wall and floor tilers

Trainee

Trainee under the Building Equality Policy has the same meaning as Trainee as defined under the Major Project Skills Guarantee, as amended from time to time.

For the purposes of counting towards the 4% Building Equality Policy target, traineeships must be related to on-site building and construction work. For examples, see Non-trade labour covered by the Building and Construction General On-site Award.
