How to buy
The Vicmap Geospatial Imaging and Data Acquisition team within Data & Digital at the Department of Transport and Planning (DTP) manages the Geospatial Data and Analytics (GDA) Panel as the lead agency. The team provides an end-to-end procurement service for Victorian Government agencies, from initial scoping through to project delivery. DTP contracts on the agency’s behalf using standardised contractual arrangements tailored to these services, ensuring alignment with Victorian Government requirements and protections.
All suppliers on the GDA Panel have been prequalified through a competitive Request for Tender (RFT) process and have entered into a Master Supplier Agreement (MSA) with DTP (Schedules 1 and 2).
Individual engagements will be conducted through a Request for Quote (RFQ) process and awarded via a Work Order (Schedule 3).
If an Agency’s requirement falls within the scope of this panel, the Agency should contact DTP and must not engage panel suppliers directly.

How to seek an exemption
Buyers may request an exemption from using the Geospatial data and analytics panel in certain circumstances. Follow the exemptions process on Buying for Victoria. Exemption applications are evaluated on a case-by-case basis.
In addition to new procurement activities, exemption requests would also be required where an Agency seeks to vary an existing contract established under, or related to, this panel.
Please contact Geospatial data and analytics panel Business Engagement Team before proceeding with the Exemption Request Form, to ensure alignment on whether the request is within or outside the panel scope.
